I have to disagree with the comments below. In the first place, I think an episode focused on relationships and character development can be as interesting as one packed with events and plot development. In this episode, we see the girls fighting themselves to take the right decision and they succeed: Emily breaks the fake letter, Hanna apologizes very eloquently and recovers Lucas' friendship and Aria is considering to make amends with Jenna.
On another hand, Spencer stole a diamond ring, pawned it and bought a truck for Toby. Is that not happening anything? I guess Spencer was the only girl making the wrong decision in this episode. Actually, I think it was the illegal but right decision because Melissa deserves a kick and Toby deserves a truck.
By the way, the fact the A bought the ring surprised me (I am assuming it was A, not Ian or anybody else). I think it is good for Spencer. I was afraid that very soon the police would register the pawn shop and they would identify the ring. I don't think A can report the theft without exposing himself; I wonder what is his plan.
I love the relationship between Spencer and Toby (Spoby??) because they are intelligent people in a passionate relationship. Unlike Ezra and Aria, who are acting incredibly stupidly. Do they think that people don't see them because they are strangers? Well, Jackie has already seen them and probably many other people who work with Aria's father too.
