The implication from this episode is that God is leaping Sam through time to fix mistakes made by angels.

Sam: (narrating) Leaping around in time, I've run into many people, but never over one.
Angela: Are you crazy? What are you doing to me?!
Sam: I thought you...I was trying to save your life.
Angela: By running me down and beating me up?!
Sam: No, no. I thought-- I thought that your heart had stopped. I was just trying to get it started again, that's all.
Angela: Oh, why don't you back over me a couple more times?
Al: This flapper is beginning to get on my nerves.
Angela: Jes, well, he gives me the jeebie beebies.
Sam: Heebie jeebies.
Sam: It's, "He gives me the heebie jeebies".
Angela: You too? (To Al:) You see, you make us both sick.
Sam: Angela is "angel" in Spanish
Angela: I was born Angelita, which means "little angel", but as you can see, I grew up.
Al: Yeah, they must serve plenty of sweets in heaven.
Angela: You are never gonna get there, so you are never gonna know!
Al: What do you mean?! Why not?
Angela: There's a dress code.

Angela: Ugh. Look what the pig dragged in.
Sam: It's cat.

Charo is a Puerto Rican singer, dancer, comedienne, actress and classical guitar player known for her flamboyant stage presence and provocative outfits (mostly, of course, for her flamboyant stage presence).
When Angela says she would like a ride from Sam, Al suggests that they should "take her to Bellevue, and step on it."
In the United States, Bellevue is also an informal expression for "psychiatric hospital", due to the fame of the psychiatric services of Bellevue Hospital located in New York (where the episode takes place).
One of the passengers in Sam's taxi (actually, the only one we see) is a young Donald Trump. During their conversation, Sam alludes to the Trump Tower that will be built next to Tiffany's in his time.

The title of this episode is a reference to the 1946 Frank Capra movie, "It's A Wonderful Life" starring James Stewart.
