Charlie: How in God's name can the accused's normal adult sexual activities have any bearing on the case except to make him seem icky to the jury. Judge Kessler: Icky? Is that a new legal term?
Charlie: Of course, child sexual abuse is a terrible thing... but... Judge Kessler: But? Charlie, is there really any 'but' that can possibly follow the sentence, 'I know child sexual abuse is a terrible thing.'

The episode title is a reference to a federal law, the No Child Left Behind Act, that George W. Bush proposed right after taking office in 2001. The point is to set standards-based education by requiring the states to develop assessments in basic skills (maths, reading...) to be given to all students in certain grades. The abiding states get to receive federal funding for schools.
