This is a reference to the controversy set off by a series of DVDs called Girls Gone Wild, where college girls bare their breasts, usually being compensated with no more than a free t-shirt for doing so. Meanwhile, the producer of the videos, Joe Francis, has become a multi-millionaire.
The scenes where Dangle and Junior wait for the Bush motorcade to pass them pay homage to Samuel Beckett's play Waiting for Godot; their repetitive back and forth discussions... "What should we do?" "Wait" "Have you ever met him?" "Who?" etc. and Junior's constant struggle to remove his boot are indicative of the production.
