Heffer: (reading the car manual, with a weird thick Eastern European accent) First to be putting car in neutral.
Rocko: You don't need to effect the silly accent.
Heffer: But that's how it's written.
Rocko: Where was this car made?
Heffer: (face contorting with every syllable) Sloo-VAH-ki-AH...
Filburt: (wearing a peacock mask and holding a chicken while trying to fix Rocko's car) BOOM-SWAH-TEE-OOSH!
In "Manic Mechanic," the stuffed horse Rocko rode in "The Good, The Bad, and the Wallaby" can be seen trailing a semi-truck heffer passes in Rocko's car near the end of the episode.

When Rocko took his car in to have it repaired at the local repair garage and the boss wouldn't repair it and insulted him on the low quality of the car, 3 other monkeys working in the garage laughed with the boss's insults. If you look closely, one of them has their hands covering their eyes. Another is covering his mouth and the third is covering his ears. This is from the ancient philosophical ritual of "Speak, See and Hear No Evil."

When Filburt tries to fix Rocko's car, the scene changes to black in white, and Filburt can be seen in a white lab coat.
