This is the first time we really get to see the character of Jackie display her psychological problems. Years of being abuse and abandonment have shape Jackie into a lonely woman desperately looking for love and afraid of losing real love.
This was a perfect blend of realism and comedy of dealing with the issues of Jackie, unlike years later when they turn her into a joke. As did Roseanne, you want to reach out to Jackie but she is blinded by her own problems. This episode sets up her relationship with Fischer in 1992-1993 Season.

Roseanne is making an allusion to the 1950's movie, Gidget, about a teenage surfer-girl who discovers love one transient summer. The movie, starring Sandra Dee, was the inspiration for the 1960's television comedy series by the same name, and starred Sally Field.
