An ex-convict with a tough parole officer tries to keep nose clean. He's running into trouble, however, from a neighborhood thug who think's the parolee's girlfriend ought to belong to him. The small-time gangster would like nothing more than to see the ex-con go back to prison.
A rookie cop discovers that another officer on the force is in with racketeers. He confronts the lieutenant and offers to give him an "out" if he'll come through with evidence to convict the mobsters.
