The boys are in the Donovan's backyard playing football, when Clyde finds himself in big trouble again. He's left the toilet seat up again. And his mother doesn't care that he's with his friends when she bitches him out about it. Cartman comments that toilet time is the "last bastion of American freedom." Clyde asks the boys not to say anything about it in school, which Cartman promises and then the next day in class is recreating it for the whole class. Cartman and Butters are getting a good laugh about it. Cartman says women are just jealous because they have to face outward to pee and crap. Butters is confused by that statement, because he poops facing the tank, using the nice little shelf for his comic book and his chocolate milk to rest on. Butters is embarrassed that he's revealed that about himself, but not as embarrassed as Clyde is when his mother storms into the classroom, again giving him grief over the toilet seat issue. She wants him to come home this instant and put the toilet seat back down. Later that night Cartman is on the phone, talking with Kyle and recounting the incident in the classroom, which is quite pointless because Kyle was there to. Kyle says that Clyde shouldn't have been yelled at for something that just isn't that big a deal. Or is it? Emergency equipment is outside of the Donovan house. It seems that Clyde's mother is stuck on the toilet because someone forgot to put the lid back down. Unfortunately for her, when they release the pressure to let her body get release from the bowl, it's going to suck her insides out and she's going to die. Clyde's mother tells him she's not going to blame him for this; she just wants him to remember to do it for his sister's sake. Clyde's mother is put out of her misery and she passes. At the funeral service, the eulogies turn into a editorial by both sexes on whose responsibility it to either put the seat down, or check to see if the seat is up. One woman's final comment is that his mother's death is on Clyde's penis. The government decides to take action and establishes a new branch called the TSA (Toilet Safety Administration) as we learn when they arrive at the Cartman household. The TSA inspects their toilet makes some recommendations and installs a safety belt. Cartman is (of course) outraged. At the law offices of Hoffman & Turk, Stan, Kyle and Jimmy accompany Clyde to see an attorney, hoping they can help Clyde get some relief from the blood on his wiener. They want to know if they can sue somebody, like the inventor of the toilet. The attorney says yes, you can always sue someone, even the inventor of the toilet, Sir John Harington who died in 1692. They just need to conduct a sue-ance. Fortunately Clyde has the necessary $3000 (from his mom's life insurance) needed to conduct the event. On the toilet, Randy gets a ticket for not wearing his safety belt.

Cartman continues his outrage as he waits in a 40-minute line at the IHOP to use the bathroom, the TSA has instituted numerous security procedures including an asshole check. At the sue-ance, the attorney calls out to Sir John Harington. John Harington isn't reached, but the spirit Jimmy Barnes is and maybe the spirit knows something and maybe he don't. It's gonna cost them to find out. Stan throws $100 in the magic box to jar his memory. Another $100 jars his memory even further. The alleged spirit of John Harrington is reach, but exclaims they can't sue him and the entire office starts experiencing a supernatural disturbance. Stan throws $300 into the magic box and the disturbance quickly subsides. The attorney promises better results tomorrow, when they bring along an additional $400. At the Marsh home, Randy is going for his morning shit and finds that the TSA has set up a checkpoint in his own bathroom. After sitting down to take of his business, Randy notices the camera mounted overhead. The TSA personnel inform him that there are cameras in every bathroom that are being monitored by one person in a discrete location. At that location, that TSA individual is shown to be pleasuring himself while watching the various video feeds. At the South Park Community Center is trying to call everyone to action and get the government out of their bathrooms. If they just bolt the seat down, there won't be any problem. Of course, only if the men don't splash on the seat, which turns into another debate amongst the men and women. After a suggestion that men sit down to pee, one of the men gets up and goes into his proud tradition of logging, cutting his poo in half with his urine stream. The men ultimately decide they just need to live with the TSA. At the next sue-ance, the boys and the attorney are awaiting the results of their motion; tomorrow they'll start a class action lawsuit. At the discrete TSA facility, the pervert watching the monitors is flipping through the camera feeds when he comes across a very determined Eric Cartman. With no help from the community, Cartman comes up with a plan that involves an infant, a gun, a TSA employee who's been tied, and a blacked out video feed to the TSA. The pervert sets of the alarm noting a security breach.

On Headline News, Cartman's ploy has not gone unnoticed and the TSA has become embarrassed when an unknown terrorist with a gun has made it through their security. The community (led by Randy Marsh) is finally committing to taking some action and responsibility for themselves. Randy calls for a sue-ance. At the Colorado State courthouse the lawyer the boys hired purports to have Sir John Harington on the stand. There isn't really anybody on the stand. The lawyer is asking for everyone to get out their money to help them with their case, when a real spirit appears on the scene. It is the ghost of Clyde Donovan's mother. She reveals the lawyer is fraud. She takes the opportunity to remind Clyde that her death was his fault and no one else. Suddenly at the back of the courtroom, the ghost of Sir John Harington makes an appearance, saying it isn't anyone's fault. He is sick and tired of all the nonsense of his "Porcelain Toilet Machine" and informs everyone that they've been using it wrong every time they go to take a "Sir Harington" (shit) they are supposed sit on it with the shelf in front of them, so they have a place to place their book, ink, and quills. Butters was right all along. The hole is the wall is laundry hole. Later that night, Cartman is bed regaling on all the events of the day to Clyde (who was there). Clyde finishes his business on the toilet, using the new way and in an act of defiance puts the toilet seat up.
