...human? They had the ability to make androids look completely human in the 23rd Century, so why wasn't Data in the 24th Century?

My guess would be that they -want- androids to stand out, Incase something would ever go wrong. (think robots take over the world, Or someone would accidently fall inlove with an android.)

yeah, i think that if he looked more human that would of taken away from his identity. if he was human, then no one would understand why he felt like such an outsider. he would blend in with the crowd. he wouldn't be "data" anymore.

if you are revering to the TOS episodes with the androids then they looked human cause they didn't have the technology not to mention the money to make them look robotic like when ever parts of data's head is missning and it shows the working parts

Soong wanted Data to stand out from actual humans. Data was created to evolve as an android. Part of that evolution was to constantly strive to obtain the best characteristics of humanity. But, his status as an android was just as important. The underlying idea was that being an android made him no less sentient or "valuable" when compared to a human life. The difference in appearance drove that point home.

Like said above. It's not like his model was mass produced. He was custom made, and just how he was seen fit to appear.
