Picard must finish his task as Arbiter of Succession for the Klingons and install Gowron as leader of the Council. The family of Duras, however, may plunge the Empire into civil war. Worf, torn between Starfleet and his people, must make a choice.
The finale for season four brings a number of threads to a head, giving us continuation to storylines begun in "Sins of the Father" and followed up in "Reunion" as well as "The Mind's Eye" and (though we're not supposed to know it yet) "Yesterday's Enterprise". Picard is finally ready to conclude his role as Arbiter of Succession, Worf and Kurn hope to restore his family's honor, Gowron hopes to become the next chancellor and the House of Duras will do whatever they can to prevent this, even if it means plunging the Klingon Empire into civil war. For those Klingon fans out there, and there are plenty of us, it's another exciting chapter in Klingon lore, made even more intriguing by the behind-the-scenes inclusion of the Romulans. The cliffhanger, with the Klingons in civil war and advantage with Duras' house, Worf's final decision, and the reveal of the shrouded Romulan's identity all make for things to think about. Not the best cliffhanger, however, but the episode itself more than makes up for it.
