Dr. Weir was first played by Jessica Steen, a blonde-haired actress. She was replaced by Torri Higginson in SG-1's season 8 2-part preimere and it was she who continued the role for SGA's pilot on. I don't know why Jessica Steen didn't continue the role though.

This is from Jessica's Steen official website.

Q: Jessica played the character of Dr. Elizabeth Weir in the season 7 finale' of Stargate SG-1. Why did they hire another actress to play that same character in the spinoff series Stargate: Atlantis?
A: We don't know why. When Jessica was hired for the 2 part Season 7 finale' (Lost City) she was told that her character might be in a possible Stargate spinoff series. Jessica was even paid not to take any other work until it was decided if they were going to do the spinoff. Stargate:Atlantis was eventually given the green light, but for whatever reason, "the powers that be" decided to go with another actress.

I heard that she didn't want to do a regular series...

I agree. Although Jessica Steen is a great actress, I always think of her as comedic, while Torri Higginson is much more serious.

I like Jessica Steen(Season7-Weir) quite a bit. I enjoyed seeing her on the short-lived Killer Instinct, and always enjoy her appearances on NCIS. But for the character of Dr. Weir I think Torri Higginson is the better choice. For instance, I don't think Jessica would've been nearly as much fun to watch in "The Long Goodbye" as Torri. Plus, I think Torri has excellent chemistry with Joe Flanigan, they really shine in their scenes together.

I much prefer Dr. Weir played by Tori Higginson as opposed to Jessica Steen. I did not enjoy Dr. Weir's character in the 7th season, but now she is one of my favorite characters on Atlantis. I think Higginson suits Dr. Weir perfectly, she really fits the character.

I would've preferred Jessica stay on. With all do respect to Torri, a lot of her lines just aren't delivered that well.

Yea - but the way she is evolving the (romantic/sexual) tension between she and Sheppard is just too weird.  It was good and interesting at first but just doesn't fit now IMO.

I remember that chapter with Jessica and she did it well. Now Tori also is working well. Perhaps before to chose between these girls I should prefer someone really hot and with strong character but also enough young to match with Major Sheppard (actually colonel). Tori is very thin and Jessica is more comic actress. Finally I hope nobody do any changes in the crew of SGA.

I love Dr. Weir now. Jessica Steen was alright, but I couldn't imagine anyone else playing Dr. Weir now that I've seen Torri Higgenson doing it. Also Elizabeth is a great character, show wouldn't be as good without her.

I saw the Atlantis Weir before the original SG1 Weir and I gotta say, I prefer the Atlantis one. The original Weir just seemed wrong somehow, and may as well have been the sister of Atlantis's Dr. Weir as far as I'm concerned. I basically try to forget she existed in the first place. She reminded me of Helen from the tv comedy, Wings.
