Luca: All right so now picture this. The whole metro squad's closing in on the roof of this building. It's three o'clock in the morning.
Street: Looking for the sniper.
Luca: Looking for the sniper. The lady across the street is absolutely positive there's somebody there – says he's this great big guy.
Street: Yeah, so what happens?
Luca: All right. So they, they, ah, go across the street; there's somebody there all right. Turns out to be laundry on the line, flapping in the breeze.
Street: Did it surrender?
Luca: Only the underwear!
Donna Izing: (leaning over her dead husband who has just been shot by Luca) Why did you do it? Why did you shoot him? He only wanted to give himself up. Murderer. Murderer.
Lt. Harrelson: All right, for the record, run it down for me. The whole story, exactly what you heard, exactly what you saw.
Luca: OK. The photographer, Sullivan, took me around to the basement of the Garrison building. I told him to wait near the entrance while I went in and it was pretty dark. There was a light, you know, from around the corner. Anyway, when I looked around, Sullivan was following me, so I tried to wave him back. And then I heard and then I saw Izing and his wife. The woman saw me first and she tried to get loose from her husband but she tripped and fell. And then I shouted to him "Freeze. Police. Drop the gun." And then he shouted to me, "don't shoot", and then he fired at me.
Lt. Harrelson: Mhmm.
Luca: He fired at me, and then I fired back. I got off two rounds and both hit and he went down, and then she crawled over to him and that's when you showed up, Lieutenant. And then she started yelling at me calling me "murderer."
Lt. Harrelson: And that's it?
Luca: What's the matter with her, what does think, that I wanted to shoot that guy, that I enjoyed it?
Lt. Harrelson: All right now, Dominic, I'll have to get this off to Internal Affairs. They're going to want to question you, but don't worry, as far as I'm concerned, you handled it right.
Luca: Thanks, Lieutenant.
Assistant District Attorney Pierce: Don't get me wrong, Lieutenant, this city has invested a lot of money in Special Weapons and Tactics, but if this sort of thing is going to be the result...
Lt. Harrelson: This sort of thing? What sort of thing, Mr. Pierce? Chief, I want permission to conduct my own investigation. I was on the scene, I've been in these situations before. I might be able to pick up on things that an outside investigator would miss. And if people are going to start taking sides on the evidence before it's in, I want to make sure I've done everything I can.
Chief Roman: Are there any objections, Mr. Pierce?
A.D.A. Pierce: I don't' care how many people investigate; let's just get one thing straight, Lieutenant, there isn't going to be any whitewash here. Now I intend to get at the facts. If they're favorable to you, fine. But, if they're not...
Lt. Harrelson: I'll take full responsibility for my team's actions.
A.D.A. Pierce: Of course. Was there ever any question about that? Look, Lieutenant, I'm not the only one with a keen interest in this case. My office isn't the only one watching. Nah, there's the press, radio, TV, the city council, the state legislature, the clergy, human interest organizations, a regular crowd, Lieutenant, all watching you and Officer Luca. So you better keep everything above board and right out in the bright daylight.
Lt. Harrelson : Of course. Was there ever any question about that?
