Jane's tires were not slashed before she got into the car. If you look closely, the tires were never slashed. If you were paying close attention to the scene, Tarzan must have thrown a sharp stick at the tire, not tires, so she couldn't go anywhere.

It seems strange that a suspended police officer wouldn't notice that her tires had been slashed until after the fact.
