In an attempt to hijack two separate trains carrying the ingredients need to make mutagen, Rocksteady and Bebop cause their head-on collision, resulting in the spillage of both chemicals in the city's train yard. While April reports live from the scene, the Turtles arrive to warn her of the danger -- but it's too late. Two bulls in a nearby stockyard have drunk from water contaminated by the chemical spill, causing them to mutate into one giant three-legged, multi-horned and very angry bull!
The Turtles chase the giant bull throughout the train yard only to discover that Shredder wants the beast as well. But suddenly, the giant bull becomes two giant bulls and chases Shredder, Rocksteady and Bebop back into their transport module and they disappear underground. Now the two giant bulls have April trapped between them as she continues to videotape this ground-breaking story. The Turtles save her moments before the giant bulls would have smashed her between them. The resulting collision cause the two giant bulls to revert back to one giant bull and it heads off for the city.

Two bulls were combined to form the mutated bull, yet when the mutation was reversed, there were three.
When the turtles are fighting the bull.. you clearly see Donatell, Raphael.. and 2 Leonardos?? Michaelangelo appears to have the blue bands just like Leo.
Shredder: The turtles are escaping with my monster!
Bebop: I can live with that.
Shredder: You want a bet?
Raphael: If you were a giant bull, where would you be?
(People are running out of a china shop screaming.)
Michaelangelo: Uh, a giant china shop, where else?
(Michaelangelo breaks the only whole piece of china)
Michaelangelo: There. Now it's a perfectly matched set.
Splinter: To defeat you're enemy, you must first learn to think like your enemy.
Michaelangelo: Whoa, hold on here. You mean I have to think like a cow?
Raphael: You can do it... if you study nights.
(The turtles were thrown off the monster's back)
Leonardo: I hope we've all learned something from this.
Raphael: Yeah... never ride a monster without a seat belt.
Donatello: The monster's molecular structure is still unstable.
Raphael: Oh I hope there's not a joke coming up about a bunch of cows in a stable.
(mutagen monster is dragging a crane with Donatello inside)
Leonardo: I think he needs a little help.
Raphael: A little help? He needs the entire 23rd cavalry.
Shredder: Mind if I cut in?
(Crane tips over)
Leonardo: Donatello are you okay?
Donatello: Donatello? Who's Donatello?
Raphael: Yeah, he's fine.
Shredder: No one can resist the Shredder... and no cow can resist salt!
Krang: By the way, in case you have any ideas about turning the creature against me, remember that I too have a remote control, more powerful than yours! Mine works the TV, the VCR, and the stereo!
Krang: This receptor ring will make the beast follow orders sent from this remote control device.
Bebop: Hey, I remember these things! (grabs the receptor ring and twirls it around him like a hula hoop)
Krang: No, you buffoon. You are to place it around the creature's nose.
Shredder: Krang, I could not control the Mutagen Monster! I must have your help!
Krang: It's nice to be wanted.
Rocksteady: Yeah... (holds up a Wanted poster of himself) I know just what you mean!
Shredder: I am your master! You will bow to my superior will!... Unless of course you're not in the mood.
Shredder: Just bring the beast to me!
Rocksteady: Just my luck! I left my caddle prod in my other suit!
Shredder: Cowards! Must I do everything?!
Bebop: Sounds good to me.
April: Vernon's in that area right now! He could mutate into some grotesque creature!
Raphael: In Vernon's case, that could be an improvement.
Donatello: Well, he's still a human being... sort of...
Leonardo: Guys, we can't let Vernon's personality interfere from us helping him.
Raphael: You're right. He could mutate into something even more obnoxious.
Shredder: We'll go back to the surface. And this time, we shall not fail. (gets ready to exit, but Bebop and Rocksteady just stand) Well, don't just stand there! Come on! (pulls on Rocksteady's ear)
Rocksteady: Yeowch, boss! A rhino's ears are real sensitive!
Shredder: Why do you think I'm pulling on them?
Krang: Your bumbling has cost me the chemicals I need to make more mutagen. Without it, I cannot create my army of mutants.
Bebop: Why do ya need more mutants, Krang?
Rocksteady: Yeah, you already got us!
Krang: I rest my case.
Shredder: Bah! You should never send a mutant to do a man's job!
