Otis, the town drunk, has been writing letters to his brother and sister-in-law for some time on courthouse stationary. Because of this, they have come to believe that he is a deputy.     Any episode with Otis in it cannot be all bad--this one is pretty good but falls short of a true punch. Meeting Otis's brother and watching him become the new town drunk is pretty funny--and seeing Otis get upset is quite well done (and an indication of how good an actor he was). This epsiode is good and has enough chuckles to keep you watching--just meanders a little too much.
