A desperate criminal has escaped from prison and was last seen near Mayberry! When the state police descend upon the town Andy and Barney attempt to interject their more common sense based approach to law enforcement and are quickly rejected by the by-the-book state police captain, Captain Barker.
Convinced that as Sheriff of the town he must do something, Andy decides to patrol the unmarked roads around Mayberry (the state police have blocked all the main roads in and out of town but as Andy says, unless he's riding the bus, there's not much use in that!). His instincts pay off when Barney makes contact with the convict...and is quickly disarmed and tied up!
Barney's failure to capture the criminal leads to even more rejection from the State Police who promptly order Andy to stay out of their business! But Andy, as always, has a plan. Knowing that Emma Watson's lake house and, more importantly, the scent of her freshly baked pies, is a natural lure for any hungry, desperate wanderer he sets a trap with Emma's pies as the bait and his leaky fishing boat as the trap. When the State Police arrive it appears that Andy has again let the convict slip away. However, as his leaky boat and the criminal stealing it begin to sink into the lake, the state police are able to capture their escapee without firing a shot and the down home wisdom of a country sheriff once again trumps the by-the-book methods of moder law enforcement.
