      • Mac: Let me ask you a question. What did you think would to happen to you? You killed a cop. What'd you think would happen to you?!
Odell: Nothing! I'm fourteen, man. What could happen to me? Nothing.

      • Mac: You believe in justice, right Frank?
        Frank: Justice or revenge?
Mac: Same thing to the victims.

      • Frank: Madame Mayor.
Mayor Kennedy: Missed you at the last city council meeting.
Frank: Oh, yeah? How was it?
Mayor Kennedy: Dull. You and I may butt heads, but at least you're entertaining.

      • Tommy: You know Frank, Mac's only doing what I'd do for you and what you'd do for me, right? So no matter what you say to him, on some level, he knows that gives him permission.
Frank: You just make that up?
        Tommy: Dostoevsky.

      • Mac: Aziz was worth a hundred of me.
Frank: You know what? Gimme a break! He was not! He was a cop, just like you! No better; no worse. The difference between him and you is that he's dead and you're alive. And this, this crap you're doing, dishonors him. It dishonors him!

      • (After Bernie called Frank about Mac being falling-down drunk in the bar)
Frank: Looks like you need to call your sponsor.
Mac: I did. He wasn't thirsty.

      • Frank: His partner's been dead for twenty four hours - he's already lost his mind.

      • (as Frank walks in on IA interrogating Officer Mac without a union rep present and before he has been given twenty four hours since his partner was killed)
Frank: What? You guys didn't get the message?
Carillo: You mean how you're gonna get IA all promoted to white shirts? Kick us out of the police union?
Frank: No. The message that I'm gonna kick your ass if you keep this up.

      • Frank: Is Blue there?
        Mac: Yeah, he's here.
        Frank: Is he dead?
        (gunshot)
        Mac: Now he is.

      • Harris: Trouble is, we were fishing. We didn't really have anything on him yet.
Frank: Since when has that stopped you guys from railroading an innocent cop?

      • Chief Wycoff: Tell Rabbi to get some top-shelf in this place. That stuff tastes like dishwater.

      • Frank: I want to know why the hell you're pushing the "twenty-four-hour" rule.
Chief Wycoff: Because sometimes, Frank, the only way to get your attention is to piss you off.

      • Bernie: What about Mac?
Frank: Mac's not good. He's got that thousand-yard-stare goin', y'know?
Bernie: Yeah, well...you lose a partner, first thing you do is blame yourself.
Frank: Put grief and guilt together and it's a short walk to gettin' payback.
