The episode begins with a 60-second recap of Chapter 14. Continuing on, Mitch and Ray approach Stack. Mitch demands he produce Abby. After a brief conversation in which Mitch reiterates that all he cares about is Abby, Stack makes a call and a black SUV with tinted windows pulls up at the other end of the park. Mitch borrows a tourist's camera with a powerful zoom lens and sees a woman's hand with a wedding band up against the inside of the window. Seeing the woman wearing a wedding band which is not Abby's, he returns the camera to the tourist and walks away with Stack yelling threats after him.

Walking away, Mitch is convinced that Abby is dead and blames himself. As Dimitry's car pulls up, Ray tells him that they have all been in it together since the beginning and they get in the car.

Stack calls Alex to tell her that he couldn't get the hard drive. He says the mission is over and, having made arrangements at the airport, asks her to leave with him, an offer she declines.

In Diane Ruckeyser's office, Marshall Louis Coleman is being raked over the coals by Diane and F.B.I. Special Agent Wayne Tarrance, to the point of threatening arrest, for having lost Mitch and Ray. Much to everyone's shock, Reception calls to tell her that Mitch and Ray, along with a nervous Russian, are in the lobby. The five gather in a meeting room and a desperate Mitch turns over the hard drive and begs for help to find Abby, who he thinks is still being held by Stack. As Dimitry and Agent Tarrance head off to decrypt the hard drive, Louis offers every available resource to help find Abby. As he is leaving the meeting, Louis receives a call from D.C. police saying Abby has been found alive. While Mitch and Ray are telling Diane the entire story, Louis returns and gives Mitch his phone. Mitch is beyond relieved to hear Abby's voice. When he asks her how she is, she simply says she loves him.

At the hospital, the doctors tells Mitch that Abby has no physical injuries, but that whatever she went through has her anxiety level so high that it is affecting her vitals and they will be keeping her for observation. Agent Tarrance arrives and asks Mitch and Ray to come in for a couple of hours and help them understand the information they are getting off the decrypted hard drive. There are three files. The first contains an algorithm that calculates which patients will cost Noble the most if they live out their full life expectancy and ranks them by cost. The second is a database of patients with incurable diseases. Of the 163 names, 117 are believed dead, but 46 were marked for death and are alive and under Federal protection thanks to Mitch and Ray. The third file contains Stack's killers.

Meanwhile, FBI agents arrive at Noble's Insurance and arrest Alex Clark but find that Stack has fled. On his way to the airport, Stack's driver wants to know if the mission is over and they should stand down. Before he can answer, he receives a call from Allard Hoyt, head of Noble, who persuades the Major to meet with him at the Washington Hilton. Entering through the rear, Stack arrives at Hoyt's room and physically assaults him, at which point Agent Tarrance and his team take him into custody.

Louis and Tarrance arrive at the abandoned building where Abby was held. The find the dead captor and clear evidence that Abby was waterboarded. They are both concerned for Abby as recent tests showed CIA agents could only hold out for 16 seconds.

At the hospital, Abby wakens with Mitch at her bedside. He asks her what she went through but she doesn't speak. He tells her Andrew is dead, which flashes her back to the moment when she witnessed him being shot. He tells her Alex and Stack have been arrested.

Diane interrogates an unmoved Alex Clark, who admits only to naiveté. Not having any concrete evidence, she has no choice but to release her. She calls an angry Mitch who insists Alex is in on it. Diane says she will not rest until the day she convicts Alex, but that day is not today. Abby discerns that Alex has been released. She is adamant that they cannot get away with what she did to her family. As Mitch is leaving the hospital, Louis arrives wanting to see her and she admits to him she was waterboarded and sometimes feels like she cannot breathe. Louis tells her that she needs to tell Mitch what happened because she will need her loved ones to get through this. She makes him promise that he will let her do it in her own time.

Back home and under the protection of the U.S. Marshals, Claire pampers Abby with all the blankets and pillows she needs. Abby apologizes to her daughter, who apologizes back. Claire thinks it's all her fault because she pressured them to get out of Witness Protection. Abby reassures her it was a family decision and she has nothing to feel guilty about. Mitch comes in with a hot drink and offers her anything she needs. Abby just wants to sit for a while and turns the conversation to Stack's arraignment, encouraging Mitch to go. He wants to know what happened to her but she tells him not now.

Alex is meeting with her client, Kevin Stack, who is charged with 117 counts of murder and may be facing the death penalty. She tells him it's bad. He threatens Alex by telling her that he taped all of their conversations and that if he goes down, she does too, giving her motivation to get him off.

At the arraignment, Stack is charged with 15 counts of murder and pleads not guilty. Diane then tries unsuccessfully to get Alex removed as defense counsel. Alex informs Judge Kerzan that she will be moving to have the hard drive suppressed on the grounds that it was stolen and the judge grants Alex' motion for a hearing on the hard drive's admissibility.

Back home, Abby shares her torture experience with Tammy. She confides that the things she wants to say to Mitch are better left unsaid. She says that Mitch seeks out trouble and then holds onto it. For her, its more than anger, she is different and things cannot be the same.

Meanwhile, Mitch visits Stack in jail asking him what his mission was. When Stack refuses to answer, Mitch labels him as just another greedy shill in it for the money, only to be reminded that he is dealing with a man with many friends and just as Sarah Holt's prison door opened, so might his.

After dealing with a media scrum outside the courthouse, Ray, Mitch and Tammy are greeted outside the courtroom by a couple. They want to thank the three as their terminally ill son was on Stack's murder list. They are grateful that their remaining time with him has been protected. They then meet with Diane who informs them that they are being offered full immunity in exchange for their testimony against Stack and his people. Mitch accepts the deal.

At the suppression hearing, Alex drills Mitch, Ray and Tammy on their tactics. She examines every aspect of their plan and how they came to steal the hard drive from Kinross & Clark's offices. Judge Kerzan tells them that they will have her ruling in the morning.

Outside the courtroom the following morning, Abby tells Mitch that she is not yet ready to face Stack and will wait outside with Claire. Judge Kerzan, after calling Kevin Stack evil, finds that Mitch - who is far from being an average citizen - and his associates were effectively acting as agents of the government. Despite shocking the conscience of the court, the hard drive is inadmissible and Stack is free to go.

Outside the court, Diane pulls Mitch aside and tells him that they may not have enough evidence to recharge Stack. At the same time, Louis tells Abby they can still get Stack for Andrew Palmer's murder, but she has to testify. Abby agrees and Louis arrests Stack for murder. Diane tells Alex she feels this one might stick as they have a witness. Stack glares at Abby as he is led away. A stunned Mitch is told by Diane that they have a witness. When Abby says "Me," he hugs her.
