The Chief of Lancaster is found murdered and Team Lisbon is on the case.
Meanwhile, Lisbon deals with some family issues. She runs into her brother when she finds out he's a bounty hunter trying to pull in Rigsby. To her disappointment, he has his daughter in tow while he conducts his dangerous business.
Actually, Tommy is after Carmine O'Brien, and he figured Rigsby would know where to find him. Tommy leaves his daughter with Lisbon while he moves on.
Tommy eventually tracks O'Brien down at a drug store and Cho nearly gets flattened by a car in the process. Lisbon admonishes her brother to be more careful.
Meanwhile, Van Pelt is dealing with the dead chief. Jane helps her with the main suspect, a Russain named Zubov whose prior was the assault of a hotel maid.
Van Pelt and Jane try to trap Zubov by having Van Pelt pose as his new masseuse at the hotel, but he turns out to not be the killer. The hotel manager Philip Carmichael suggest they look for O'Brien in the cabins of the hotel resort. They go looking and find a dead cocaine dealer.
Lisbon vents to Jane about Tommy while Tommy clones her phone so he can follow the case and find his guy.Turns out the dead chief know the dead dealer, so it's likely they share the same killer.
Lisbon and her brother are in conflict over the case, because O'Brien might have witnessed the cop's shooting. When Lisbon, Jane, and Tommy end up working together to apprehend O'Brien and diffuse a hostage situation enacted by the coked up son of the hotel manager, Lisbon ends up making amends with Tommy.
