Homer: My god is she brave. Standing up to that freaked out junkie.
Lisa: Dad, that junkie is your son!
Homer: Why don't you just tell everybody!
Wiggum: Shoot the tires out, Lou!
Lou: Uh…it's a tank, chief!
Wiggum: You know what? I'm getting real tired of your excuses!
Ralph: And I want a bike! And a monkey! And a friend for the monkey!
Forest Fire Bear: You're not going to start any fires are you?
Ralph: At my house we call them uh-oh's!
Skinner: Bart will you go bother someone else?
Bart: (yelling) Look a fire!!!!…engine.

Bart: But why, Mr McGwire?
Mark McGwire: Do you want to know the terrifying truth? Or do you want to see me sock a few dingers!
Everyone: Dingers! Dingers!
(Mark McGwire socks a dinger, and as everyone looks at the dinger, he takes the info from the satellite.)
Mark McGwire: Yoink.
(Pulling Bart out of the tank)
Chief Wiggum: That's the end of your Looney Tune, Drugs Bunny. You're under arrest for astro-vandalism.

Principal Skinner: (Gasp) Good Lord! He's going to fire!
Jimbo: All right! Scud the school, dude!
Edna Krabappel: (Without enthusiasm) No. Stop. Think of the children.
(Bart moves the turret towards the church)
Reverend Lovejoy: Not the church! Jesus lives there!

Bart says to Marge, "A piece of paper five cents, a mother's love priceless," Parodying the taglines for the MasterCard television ads.
Bart: (singing) Don't stop, thinking about tomorrow,
Don't stop, It'll soon be here.
Bart sings this when driving in the tank. "Don't Stop" was by the popular band, Fleetwood Mac.
Marge stopping Bart's tank by simply standing in its path is reminiscent of the famous 1989 Tiananmen Square protester incident in Beijing.
(Singing in the final scene)
Bart: When I can't stop fiddlin', I just takes mi ritalin, I'm poppin' and sailin', man! (Toots smoke twice from his ears)

Chief Wiggum: That's the end of your looney tune, Drugs Bunny.
Chief Wiggum's line fits in two classic cartoon references: Bugs Bunny and Looney Tunes. Looney Tunes is a series of classic cartoons done by Warner Bros. studios from the 1930's into the 1960's. Bugs Bunny is one of the most popular characters of these cartoons, along with Daffy Duck, Elmer Fudd, Yosemite Sam, Porky Pig, Foghorn Leghorn, Pepe Le Pew, Road Runner, Wile E. Coyote, and others.
The drawing made by the police using Marge's description of Bart was comic strip etc. character "Dennis the Menace."
