All the stops are pulled out to make this episode one of the most adventurous in the series.
It is a treat when boats, helicopters, jetplanes and an aircraft carrier are being deployed to save the bionic hero. Even if most are a mix of documentary movie cut-outs.
While placing earthquake sensors on the ocean floor, Steve is abandoned in the diving bell. The rest of the party are seized by a barbaric but dumb police force from midget state 'Santa Ventura', trying to stand up against the USA. Steve survives his ordeal and rescues the crew in a real spy like fashion. Some elements from the second TV-movie 'Wine, woman and war' are reused, but beter and much more develloped.
Most of this good written and outstandingly directed story plays on, in or under the sea. This is what makes the episode so special : the extended use of the ocean environment.

While Steve is helping a science team place earthquake sensors on the ocean floor, their boat is notified that neighboring Santa Ventura has broken off diplomatic relations with the US. Before their boat can leave the area they are captured by a patrol boat.
