No he wasn't. Sure, he--as well as old school Mickey--were under scrutiny because of the "black boy" image (for under the mouse ears & dog-like appearance, each respectively resembled the toon drawing of a stereotypical black boy [same for Bosko's decendants, the nuttyWarners]), but as the companies they represented--that is, the WB! and Disney--have stated, they weren't be made of any race, although people could interpret them into being of one race (for we as humans interpret things in different ways).
