I found this in an article that had nothing to do with TWD, but I'm wondering from the description if they might have filmed the reservoir/quarry scenes there:

"Located in the Appalachian foothills, Nelson is a tiny, hilly town with narrow, twisting roads. It used to be a major source of marble, with the local marble quarrying company employing many. But that industry is mostly gone now. Just about everyone leaves town for work, making it a bedroom community for Atlanta."

I did a bit of googling and this article here on wikipedia:http://en.wikipedia.org/wiki/Bellwood_Quarryreckons the scenes were filmed there...not sure if that's the same place you're talking about? But yeah, that might help your search.

EDIT: Interestingly the article must be a bit out of date...they talk about it being turned into a lake soon, if you follow the Google Maps link it seems to be already filled with water! Or maybe it rained a lot, hehe.
