New Zealand is such a small country that most NZ shows can't be produced at a profit. A government agency called NZ On Air, funds them. Once the series winds up the producers go back to the agency and apply for another grant. The agency evaluates the show based on ratings and artistic value and then gives a "yes" or "no". They never know what the decision will be until the series is over, so the writers often try to wind up a series with a satisfying ending that leaves the door open for more.
