Two armed juveniles rob a liquor store, and the ensuing police pursuit results in an officer being shot dead. Romano waits until the killer is out of bullets before he corners and apprehends him, resulting in a number of officers being angry at Romano for not avenging their colleague's death.   • Ramano is second guessed by fellow officers, including Hooker when he does not shoot a guy with a gun that killed a fellow officer.

    Hooker trains the recruits on accuracy shooting. He tells them to use their judgement on when to shoot and not to shoot. Later on Hooker almost hits a bag lady friend of his named Annie. Ramano wonders how she got there. Hooker says her husband died and she went to live on the street. He says she is very sharp. We cut to two guys robbing a liquor store. He hits the alarm and Hooker and Romano respond to the call. They chase them along with a backup unit. They get to a bus yard and one of the backup cops is shot and killed by one of the thugs. Ramano corners one of the guys and tells him to freeze. The thug shoots, but his gun is empty. Ramano arrests him. Hoooker and the the other backup cop are furious that Ramano did not shoot. Hooker does not even listen to his explanation. Later on in the dressing room, the other cop gives it to Ramano about not shooting the punk kid. He tells him not to rely on backup again. hooker intervenes and tells him to shut up and never say something like that again. Hooker then talks to Hooker and tells him he counted the shots fired and knew the gun was empty. He confronts Hooker and asks him if he would have killed the punk. Hooker just sits down and does not answer. Ramano asks for a new training officer. Hooker visits him in the gym and tells him he is staying with him. Hooker also says that Romano did the right thing. He says down deep for one moment he wanted to blow that kid away, but that you have to stick by the law and obey it. Later on that day the punk Romano caught gets off. Ramano is ticked off that he just got juvenile probation. He queationed himself and the law. Hooker tells him if it's not working the people must change it. Later Hooker sees the two punks in a stolen car and chases them. They run into a gas pump. They pull them out and the car explodes. They get off again. The next day they get another call of a robbery and they and the backup chase them down. Ramano is forced to shoot the punk because he is about to shoot Hooker. The backup cop asks who did it. Hooker says it does not matter, it was necessary. The punk lives and Hooker points out the punk just turned 18 and it will go on his record. Hooker finishes by saying happy birthday punk. The episode ends with Ramano & Stacey dancing in a bar as Hooker and Annie return a stolen instrument to a man that was robbed. Another classic episode with great dialogue for Hooker.moreless
