The original title of the show was The Protectors. William Shatner was not the star; he was to have recurring role as the academy trainer and the focus was on the rookies he would train. When it was shown to preview audiences they wanted to see more of Shatner and the T.J. Hooker character—thus T.J. Hooker was born. The producers did not want to spend the money on another pilot, that's why the first episode seems so different.
