The song that plays in Veronica's flashback to her and Duncan dancing, "Just Another, by Pete Yorn, was in the show's pilot. In that episode, the song is playing as she had a flashback to her party, where Duncan says, "Hey babe, it's our song."
When Logan is in the hotel lobby sitting on the couch, he is leaning to the left. In the next shot, he is leaning to the right.

Veronica: (voiceover) J. Geils was right. Love stinks. You can dress it up with sequins and shoulder pads, but one way or another, you're just gonna end up alone at the spring dance strapped into uncomfortable underwear.
Trina: I guess I'll just drag your sorry little self home.
Logan: As long as you let me puke in your car.
Trina: Of course, just like old times.
Keith: Who the hell names a dog Steve?
Veronica: Tom Cruz?
Wallace: About this secret mission...
Veronica: What you got?
Wallace: A reputation as a jock sniffer. You can 'B' your own 'FF'. I'm retired.
Veronica: How hard can it be to find an actor named Tom Cruz?
Wallace: Tom Cruise? Not as good a private eye as I thought.

Meg: (talking about Deputy Leo) My God Veronica, he totally wants to protect and serve you.

Veronica uses a William Shakespeare phrase from King Henry IV, later made more commonly known by the famous fictional detective Sherlock Holmes in The Adventure of the Abbey Grange, written by Sir Arthur Conan Doyle. An Shakespearean way to say "game on".

Reginald Jeeves is the personal valet for Bertie Wooster, the main character in P.G. Wodehouse's popular book series. Contrary to popular belief, Jeeves was not a butler but a valet, but the term 'Jeeves' is a commonly misused pejorative.
Veronica: J. Geils was right. Love stinks.
The J. Geils Band is an American music group that had a successful blues-rock/R&B style sound in the 1970's, before moving towards a more pop-influenced sound in the 1980's. Their song "Love Stinks" is the title song from their 11th album released in 1980.
Costume references: Pretty in Pink
The costumes that Meg and Duncan are wearing are from the 1986 film Pretty in Pink, directed by Howard Deutch and written by John Hughes. Meg's dress is the same as the one Molly Ringwald's character 'Andie' wore, while Duncan's suit is the same as Jon Cryer's character 'Duckie' wore.

Wallace compares Veronica to Jim Rockford, a private investigator from the '70s TV series The Rockford Files.

The Love Boat was a television series that ran from 1977 to 1987. It featured the crew of a cruise ship who frequently meddled in their passenger's lives to bring people together.

Refers to the main characters of Miami Vice, Sonny Crockett played by Don Johnson and Ricardo Tubbs played by Philip Michael Thomas.
Trina: Is the whole Brat Pack here?
Refers to the many teen stars of John Hughes' 80's films including Molly Ringwald, Anthony Michael Hall, Demi Moore, Emilio Estevez, Ally Sheedy, Judd Nelson, Andrew McCarthy, and Rob Lowe. Brat Pack is itself an allusion to Frank Sinatra's Rat Pack.

Character Name: Tom Cruz
The name of the missing person and the object of Catherine's search is Tom Cruz (full name Anthony Thomas Cruz with a Z) referring to Tom Cruise, the noted Scientology scholar and star of the 1983 film Risky Business.
Logan: Everybody Wang Chung tonight!
Refers to the '80's new wave one hit wonder British band Wang Chung and their single "Everybody Have Fun Tonight."
Episode Title: Ruskie Business
The title of the episode is a reference to the Tom Cruise movie Risky Business (1983). The reference is reinforced by Logan's appearance at prom in a buttondown shirt, white socks, and tighty whities.
