In this primetime special, the Scooby Gang heads to the eerie town of Banning Junction to spend Halloween with Velma's aunt (voiced by Julia Sweeney), uncle (voiced by Diedrich Bader) and the beautiful and flirtatious cousin Marcy (voiced by Jenny McCarthy). The gang joins the townspeople in celebrating their renowned "100 Years of Halloween" festivities, including a crowning of the Queen of the Masquerade Ball and an amped out performance by KISS (with the voice of Paul Stanley). But when strange and spine-tingling things begin to happen, a fearful townswoman (voiced by Rhea Perlman) blames it is the ghost of Hank Banning, the town's founder and ousted mayor, back to seek revenge on the town that wronged him 100 years ago. While Shaggy (Casey Kasem) and Scooby (Frank Welker) anxiously wait to meet KISS, go trick-or-treating for tons of candy and have -- not regular scary, but Halloween scary -- fun, they reluctantly aid Fred (Welker), Daphne (Grey Delisle) and Velma (Mindy Cohn) in putting their investigative skills to work in hopes of revealing who is really behind the Halloween mischief.     I think this is the worst episode of ‘What’s New Scooby Doo’ ever. It has a completely stupid storyline and bits that don’t even go anywhere, for example, why did the ghost come back for revenge anyway, and what did the evil robots have to do with anything? Also, the inclusion of canned laughter made the lame jokes even lamer. It was like the television was laughing at its own jokes! Even the celebrity cameo of KISS was pointless because they didn’t do anything except play music, which was also bad.

    After I watched this episode, I felt releived that it wouldn't come on again untill next halloween.moreless

    • This episode features a laugh track in it, similar to how the 1969-1979 Scooby-Doo cartoons had the infamous laugh track.

    • Villian: Marcy
      Reason: She wanted to scare everyone and ruined Halloween, because her parents let a holiday come before her birthday.

    • In one scene, Scooby hides from the pumpkinhead robots near Shaggy dressed like a werewolf. Shaggy resembles how he was in werewolf form in the feature length movie Scooby-Doo and the Reluctant Werewolf (1988). In this movie though, Shaggy was wearing the red shirt and blue jeans.

    • One guest at the Halloween party can be seen wearing a Hong Kong Phooey costume. This character was in his own way a crimefighter who had his own show which debuted in 1974. Hong Kong Phooey was also one of Scooby's teammates in Scooby's All-Star Laff-a-Lympics (1977).

    • This is the 4th Scooby Halloween show: the 1st was "The Headless Horseman of Halloween" from the Scooby-Doo Show, the 2nd was "A Halloween Hassel at Dracula's Castle" from The New Scooby-Doo Mysteries, and the 3rd was "Ghost Who's Coming To Dinner" from A Pup Named Scooby-Doo.
