At Wrestlemania, after the Rock finishes losing the WWE Championship to John Cena, the Rock rises to his feet to gather all the applause from the WWE universe. Orton then comes out and gives the Rock a RKO. He then punts the rock in the skull. After the punt, he bloodies the Rock with his bare hands, takes a drip of the Rocks blood, places it on his middle finger, and flips the bird to the camera as Wrestlemania goes off the air.

On Raw the next night, Orton arrives to the arena in a badass black corvette and pulls up to the arena. He's greeted by WWE officials (SGT. Slaughter, Ricky the Dragon, and Road Dogg) who tell him he should take some time off to clear his head because he's not thinking straight. Orton agrees, goes to his corvette and returns with a lead pipe that he uses to take out the legends.

He goes to the ring at the end of the night and announces that he's sick and tired of pandering to the WWE universe. He did that for 2 years and it's gotten him suspended and he's fallen to the bottom of the roster. Instead of main eventing PPV's and facing guys like the Rock at Wrestlemania, he's busy taken on the U.S champion and tag teaming with Sin Cara.

Randy goes on a road of terror for the next couple of months, ultimately winning the WHC and defeating just about everyone on the roster.

A month before Summerslam, Orton holds "Vipers Decree of Official WWE Takeover." He announces that he's conquered the WWE by being the most bad ass guy on the planet. Brock Lesnar comes out and states if you want to be a bad ass, you have to go through me. Which sets up Orton v. Lesnar at Summerslam.
