      • Hacker: I suppose we have got rather fond of one another. In a way.
        Humphrey: In a way, yes.
Hacker: Like a terrorist and his hostage.
Bernard: Which one of you is the terrorist?
Hacker and Humphrey: (pointing at each other) He is.

      • Hacker: (about a Cabinet Colleague) He's a smooth-tongued, hard-nosed, cold-eyed, two-faced creep.
Mrs. Hacker: Why's he so successful?
        Hacker: Because he's a smooth-tongued, hard-nosed, cold-eyed, two-faced creep.

      • Jim Hacker: Brussels is a shambles. You know what they say about the average Common Market official: he has the organizing ability of the Italians, the flexibility of the Germans, and the modesty of the French. And that's topped up by the imagination of the Belgians, the generosity of the Dutch and the intelligence of the Irish.

      • Jim Hacker: (Talking about the post of EEC Commissioner) It's curtains as far as British politics is concerned. [...] You're reduced to forming a new party if ever you want to get back.

This is a reference to the politican Roy Jenkins, who served as Home Secretary and Chancellor of the Exchequer in the Labour governments of the 1960s and 70s. He then became President of the EEC Commission 1977-81, before returning to the UK and becoming a founder member of the Social Democratic Party (SDP) as one of the "gang of four". The SDP was formed in January 1981, just a few weeks before this episode was originally broadcast.
