This is a reference to the politican Roy Jenkins, who served as Home Secretary and Chancellor of the Exchequer in the Labour governments of the 1960s and 70s. He then became President of the EEC Commission 1977-81, before returning to the UK and becoming a founder member of the Social Democratic Party (SDP) as one of the "gang of four".
