Scott Tenorman tricks Cartman into buying his pubic hair for $10 and when Cartman can’t get his money back, he vows to get his revenge using a wiener biting pony, the band Radiohead and ultimately Scott Tenorman’s parents.

In a part of the episode, Cartman tells Scott that his (Cartman's) grandma is gonna die if he doesn't give the doctor $16.12. Two episodes later, in "Cartmanland," his grandma actually does die! (edit)
According to Matt and Trey on the "The Hits" South Park DVD, this is the first and only episode to not have two plots, and the one that "turns Cartman from a little s**thead to the most evil kid in the world". (edit)

Titus Andronicus:

At the end of Shakespeare's play "Titus Andronicus," Titus reveals to the Emperor Saturninus that the food he and his wife, Tamora are eating is actually her sons, Chiron and Demetrius.

Titus did this to avenge his daughter Lavinia after Chiron and Demetrius raped her and cut her hands off and cut her tounge out. Tamora and Saturninus were responsible for the framing and the execution of two of Titus' sons and lying to him so he'd cut his hand off.

In comparison, $16.12 doesn't seem like that big a deal.

Kenny dying in this episode is similar to the way the Weasels die in Who Framed Roger Rabbit. Laughing so hard they die and then their ghost rising up laughing as well. (edit)

Cartman even does homage to Dr. Hannibal "The Cannibal" Lecter from Hannibal twice. First, when he describes a scene from said 2001 film, and second, when he licks Scott Tenorman's tears. (edit)

When Cartman arrives in Ft. Collins a boy delivers a box to him. Cartman opens the box and is horrified to find more pubes. This is a reference to the end of the film Se7en, when Detective Mills (Brad Pitt) receives a delivery box and opens it to find his murdered wife's head. (edit)

Cartman buys his first pubes. After the other boys tell him that pubes don't count unless you grow your own, Cartman realizes he's been tricked. When Scott Tenorman won't give him his money back, Cartman goes medieval on him. Radiohead guest stars.
