Workers are excavating underground when they find a wooden box. They open it and something inside grabs one of the workers and attacks him. The other one flees into the tunnels when he sees a pair of glowing eyes ahead of him and he sees a scarecrow, holding a pair of human eyes in his hand. It attacks and kills him as well.
Later Alice arrives at the scene to convince the workers they were hallucinating, and Kate reveals that Nick is at an anger management class. At the class, Nick has to discuss what triggered off his anger while explaining that he was chasing a troll… “hypothetically.” The teacher, Colleen Moore, doesn’t have much luck getting Nick over his anger issues. After the class is over, Nick tries to get Colleen to sign off on his report but she notes it’s a five-day class.
At HQ the next day, Carl is trying to duck his ex-wife while Jonathan briefs them on phobic humanus, a Link that modern-day scarecrows are based on. Jonathan doesn’t know anything about it other than it generates fear. Page sends Carl out to find a Link who knows anything about the scarecrow.
Nick, Kate, and Carl hit the streets to meet with Carl’s contacts, and Carl provokes Nick into responding and Kate suggests Nick really needs the anger management. Carl sneaks into a kid’s home to meet the two fear-monger Links, who notes that the more fear the scarecrow gets, the stronger it gets. Contra-wise, if someone faces it with courage, it loses its strength.
A guy, Joey, heads out to walk his dog and trips over a hose, then leaves. Inside, the girls are having a party and hear the dog barking outside. Then they notice a cold breeze and see the window’s open, then the scarecrow drives Joey’s car into the house, with the boy tied to the roof.
Nick and Kate check out the scene and a stressed-out Alice, and Kate finds a video camera they were using. It has footage of the scarecrow but Nick has to head out to his class, leaving Kate to give the report to Jonathan. Nick explains what’s going on in his life and Colleen suggests that he calm down and analyze the situation.
The next day, Carl’s ex is starting to track him down and the team checks the recorded footage. They notice the scarecrow is inscribed with runes but Jonathan can’t place their origin. Their staff psychologist has determined that once the scarecrow kills, it won’t stop. Nick and Kate hit the streets and discuss his anger management issues, and Nick admits that there’s nothing he’s afraid of. They get a call on a scarecrow spotting and go to check it out. The Link is attacking people at a horror movie and the audience goes running out, the scarecrow feeding on their panic. One man is killed and they realize the scarecrow has now tasted blood.
Back at HQ, Jonathan reveals he’s got a lead on the rune and Nick and Kate go to the government archive where they have to deal with an officious clerk. The man, Evan Katz, proves difficult and Kate finally displays a little anger of her own, much to Nick’s amusement. They find records indicating the scarecrow engineered larger explosions to spread fear and death until they caught it years ago and buried it. They figure where it’s heading net: a nuclear power plant.
The scarecrow breaks into the facility, terrorizing the guard and sounding the alarm to send the other staff running. The power plant is cut off and Nick and Kate head there, and Nick goes after the Link while Kate tries to stop the overloading reactor. Nick spots it but isn’t able to a clear shot through the crowds. The scarecrow terrorizes the manager then activates a core meltdown, and Nick finds the man catatonic. Nick contacts her but she’s abruptly cut off. Nick arrives and shoots the scarecrow, but it’s too strong. Nick tries to get through to the terrified Kate and she overcomes her fear, leaving the creature vulnerable so Nick can shoot and kill it.
With time running out, Nick tries to get through to the manager, Madison, using what he learned in anger management. Nick prepares to guess but Madison snaps out of it and hits the right switch just in time.
Later back at HQ, Carl reveals that Sylvia tracked him down and revealed she’s now living with Carl’s best friend. Alice is going on vacation and Nick says he’s meeting Colleen to go to an Indian sweat lodge. Jonathan lets slip that people go naked at a sweat lodge but Kate is okay with it. She then suggests Nick indicate how much he cares about her and he jokingly agrees with her.
