This episode may have been titled Question Mark and changed to Billy The kid to fit a change in the story. Before the episode aired on pax the schedule didn't list the title for the episode.

Billy the Kid (aka: Question Mark)Superb "Well written" Billy was poisoned by drugs,& that's why he shot the judge(who's one of jack's mentors).Jack tries to shape Billy into the image of himself, but then learns in the end that Billy's his own person.
