The challenges of policing the beaches of Los Angeles County comes into play in this episode. The Los Angeles County Department of Beaches and Harbors oversees the operation of 31 beaches extending from Leo Carillo State Beach near the Ventura County line and Penninsula Beach, at the Orange County line. These beaches lie within the city limits of Los Angeles, Long Beach (the county's two biggest cities) and Santa Monica, as well as several smaller cities and long stretches of unincorporated area. Consequently, it falls to the Los Angeles Sheriff's Department to police the beaches and the Los Angeles County Lifeguard Service (yep, the fictional Baywatch) to provide lifeguard services. (edit)
The policing responsibilities of the Los Angeles County Sheriff's Department feature prominently in this episode. The Los Angeles County Sheriff's Department is the fourth largest state or local law enforcement department in the US, and provides a wide range of law enforcement services to the county.

Although Los Angeles County is made up of 88 incorporated cities, the largest of which is the city of Los Angeles, it also has large areas of unincorporated territory and and some municipalities that do not have their own police/fire departments. The Sheriff's Department provides policing in these unincorporated areas, and contracts with cities under the Lakewood Plan (so named for the first city under which such services were provided.) Other functions of the LASD include maintaining the massive County Jail system, and staffing the County Court system. (edit)
Gina Ravera does not appear in this episode. Det. Daniels' absence is explained at the beginning of the episode in a brief conversation when Gabriel tells Brenda that Daniels will be at a Homeland Security seminar for two more weeks. (edit)

Fritz: (reading the file to Brenda, who turns away) What's wrong?
Brenda: Mr. Jones should be telling me this, not you.
Fritz: Are you seriously upset that you didn't get a confession from this guy? C'mon!
Brenda: I got him by luck. Killing someone is not my idea of closing a case, anyway. (edit)
Brenda: (Reading the card attached to the flowers) Remember, Chief, when recovering from shock, it's important to keep your legs elevated. For Heaven's sake!
Fritz: Flynn's a class act. (edit)
Brenda: (accepting Fritz' proposal and admiring her ring) It's so beautiful. Can I keep my own name? (edit)
Fritz: (in the doctor's office, on one knee, holding an engagement ring) You see, I've arrived at that place where I can't imagine life without you. And let me just say, I love you, more than anything else in the world. Brenda, will you marry me? Please?
Brenda: (still sobbing over the news from the doctor) You're only asking me 'cause you feel sorry for me. (edit)
(Discussing Brenda's menopause symptoms)
Brenda: Today I feel fine.
Dr. Dioli: Yes, and if you're lucky you'll have more days like that. I don't. I haven't slept in three years and I keep a fan in my purse. (edit)

Trivia

The small blue box Fritz holds out to Brenda during his proposal is from Tiffany and Co. jewelers. Gifts from Tiffany are readily identifiable by their characteristic blue box tied with a white ribbon. Coincidentally, Pope gave Brenda a gift of earrings, also from Tiffany & Co. in Season 1, during the episode 'Batter Up'. (edit)

"Exactly why I watch this series"
I've watched this series since the very first episode. And I have to say that this episode is by far my favorite out of all of them. It was "The Closer" magnified by like 10 times. The storyline was great, mixing the engagement with the massive manhunt!
