Parking Garage – Night: A car is driving through a parking garage. After a few turns, it parks and Leo gets out. He walks over to another parked car where Angela Blake is waiting. Angela asks about the secrecy of the meeting and Leo asks her about her flight from New York. Angela says her flight from New York was short and Leo apologizes for the secrecy. Leo asks her about polling statistics. She tells him that the President’s approval rating is up to 76% but soon his numbers will crater as the public switches from sympathy to feeling like the President is unreliable. She says Josh must be going nuts. Leo says that Josh wants to put a poll in the field. Angela responds that the White House can’t be caught doing that and then realizes that Leo is asking her to the poll and says she’ll call him when it’s done. She says that Bartlet needs to release photos that make it look like he’s still doing something governmental so that the people will believe that he will still be able to govern effectively, whether he gets Zoey back or not. Leo asks her if she would be willing to sacrifice her own child’s life for her country. She responds “I wasn’t stupid enough to run for President. As Leo turns to leave she calls to him by name. He turns and she tells him that “If she dies, his approval ratings will go through the roof.”

Hour 30

Leo’s Office – Day: Leo is looking teary-eyed and is looking out his window when Margaret comes in. She tells him that Secretary of State Lewis Berryhill is here. Leo tells here that he needs two minutes then she wants her to send in the Ambassador. Margaret sends in Berryhill. They exchange courtesies and the and Berryhill asks when the attack on Qumar will begin. Leo says he’s just waiting for word from Fitz. Margaret invites the Qumari Ambassador in. His name is Umar Usef. He shakes hands with both of the men already in the room and they all sit down. Usef conveys Qumari outrage over the assassination and tells him that the prayers of all Qumaris are with the President. Leo disagrees with the use of the word “all.” Usef starts to say that if the White House can provide sufficient evidence to implicate their people they will prosecute them, too. Leo cuts him off at every turns stating how anti-American/Christian/free-speech Qumar is. Tings start to heat up and Leo ends it by telling Usef about the attack and invasion. Usef sarcastically thanks him for informing his nation “in such a timely manner” and as he leaves he tells Leo to “tell the President that [he] has a daughter, too.”

White House – Staff Lounge – Day: Josh is asleep on the couch when his cell phone rings. He wakes up and groggily answer it. He assured the person on the other end of the line that he is already awake, showered, has read the paper, and gone for a run as someone begins to knock on the door. He opens to door to find Amy, the person on the other end, standing there with her cell phone. She says into the phone, “Nice track suit.” They both hang up as she comes inside. She says that he could have told her that he was asleep. He says “Sleeping is...I don’t know, lacks a certain masculine... something.” She asks “Your virility is tied to exhaustion?” He asks her if she wants coffee as she pulls out coffee cups from her bag. Josh remarks that she brought coffee and then asks her if she wants a bagel as she pulls out a bagel. He asks her if she’s got a shower and a freshly ironed shirt in there, too. He asks her if there’s anything new on Zoey. She says no and asks him if he read the morning paper. She pulls out the paper which reveals that they have a new Speaker by way of the headline “Haffley Seizes the House.” Josh comments, “Oh, God, Haffley? He’ll be passing out pelts and slabs of bison in the cloakroom.” Amy says that, “Word on the street is, Atwood has Walken meeting with Republicans today without any Democrats.” and asks “Were any of you there? Well they weren’t talking site selection for the Republican National Convention.” Josh is still trying to get over Haffley as Amy remarks that the Republicans are going to starts legislating again and she particulary worried about women’s issues. Josh tells her not to worry about it. Amy tells Josh to take care of the Republicans as her beeper goes off. She looks at it and says “Oh, God.”

George Weshington Memorial Hospital – Maternity Ward – Day: Toby and Andy are holding one twin each while sitting in the lobby. Andy apologizes for what she said to him in “Commencement” and tell him that it’s a beautiful house. He tells her that she wants to her have it. She reveals that she has a house on D Street. She looks up at the TV and asks him if something has happened. He sees C.J. giving a briefing on the TV. C.J. reports that, “At approximately 11:10 Zulu time this morning, 12 F-14B Tomcats and 8 F-A18E Super Hornets flying off the U.S.S. George Washington in the Persian Gulf, bombed three strategic targets in Qumar.”

Briefing Room: C.J. continues, “American intelligence confirmed that each of the sites was a Kazir terrorist training camp. President Walken ordered the attack yesterday evening and he was notified....”

Residence: Abbey, Ellie, Liz, and Bartlet are watching the briefing. C.J. continues on another T.V. “...at 6:30 this morning that all 20 planes had successfully completed their missions and were on their way back to the George Washington. President Bartlet was notified after the mission was completed. He was in the White House Residence with Mrs. Bartlet where he will remain throughout the day...”

Situation Room: C.J. briefing can be heard but not seen. Leo, Walken, Fitzwallace are going over the aftereffects. C.J. says, “...tracking progress on the investigation of his daughter’s disappearance. Mark?” Mark asks, “Qumar is an American ally. Are they participating or assisting in this bombing campaign in any way?” C.J. replies, “Ambassador Umar Usef was informed of the mission this morning but the Qumaris are not participating. Steve?”

Residence: Steve asks, “Is there concern that the bombing may force the kidnappers to kill or in any way harm Zoey Bartlet?” C.J. replies “I don’t speak on there behalf so I can’t say what they will or won’t do. Bob?” Abbey gets up and leaves and Liz follows. Bob asks, “Has there been any indication of resistance or retaliation from the Qumari people?” and C.J. replies, “No, not as of this time...” Bartlet shuts off the TV. Ellie finally gets up and leaves as well, leaving Bartlet by himself.

Hour 32

Josh’s Bullpen Area – Day: Josh walks up to Donna’s desk. He asks her if she saw the briefing. She did. She tells him that he has 132 phone messages. Josh replies, “Half of them want me to switch my long-distance carrier.” The FBI has boosted they’re fax machine as evidence as Josh asks her to find. Leo He goes back to his office and finds Ryan Pierce sitting in one of the chairs. They say hi to each other a Josh walks back out to Donna’s desk and tells her that there’s a guy in his office. She says he’s Ryan and he’s he says he works for Josh and so does his pass and asks him if there’s something he forgot to tell her. Josh goes back to his office.

Josh Office: Josh greats Ryan again and shakes his hand. Ryan introduces himself and says he didn’t know if he should come in so soon. Josh asks him who he is. Ryan identifies himself as “Ryan Pierce.” Josh says he got that part and asks again. Ryan says, “Leo didn’t tell you?” Josh says Leo name, tells Ryan to wait there, and leaves towards Leo’s office.

Hallway: Donna tells Josh that Leo is in her office and asks if she’s being passed over. Josh tells he that, “[he doesn’t] even know who that guy is.” Josh catches up to C.J. and asks her if she thinks the Republicans are shutting out the Bartlet senior staff. She says no and they split as he heads into the Communications Office and heads into Toby’s Office.

Toby’s Office: Josh walks in and starts talking while Toby stares. Josh says, “Word is, the Republicans are coming back over today. Is Leo invited? Are you? I think they’re planning to start legislating. Partial birth, school vouchers, maybe even Anwar. They’ve got the votes on the Hill, the only reason they haven’t moved on Medicare again is because they know we’d veto.” Toby asks him if he got any sleep last night. Will walks in. They talk about Haffley and Josh goes to see Leo Toby goes with him. Right before he leaves Toby hands Will a writing pad and asks him to read it.

Hallway: Josh says, “A once-in-a-lifetime chance to slam dunk your agenda and solidify your base? Plus, Walken’s going to ride off into the sunset as the presumptive Republican nominee. You think Atwood wouldn’t love to cinch that with partial birth?” He asks Margaret if he’s in there and then knocks and goes in without waiting for an answer.

Leo’s Office: Josh and Toby walk in. Josh asks if Leo’s got a minute. Leo says not really and Josh goes off about the Republicans anyway. Leo says it isn’t going to happen and Josh says that they are plotting stragety in the Roosevelt Room and that we need to leak it to the press. Josh wants the President to resume office, elect a strong VP, and then recuse himself again if he needs to. Leo yells “Damn it, Josh! The man’s child is missing, probably dead. He doesn’t give a damn about politics right now.” Josh replies, “That’s why we have to.” Leo tells him that he wants 3 names on his desk by 7am tomorrow. Josh is about to leave but he asks about Ryan. Leo tells him that he’s Josh’s new intern and confirms that he’s a “Pierce Pierce.” Josh leaves. Margaret tells them that they are ready for him in the Oval Office. Leo walks out of his office with Toby.

Hallway: Toby says that Josh may be right. Leo says that “We did this to ourselves. Now we have to live with it.” Toby asks, “They’re bombing Qumar?” Leo responds, “We’re bombing Qumar. How are you and Will coming on the speeches?” Toby says that they’re working. Leo tells him that he doesn’t want the President Bartlet to know about the second one (the one for if Zoey dies). Toby asks about Bartlet Leo says he’s not doing so good. Leo walks into the Outer Oval Office.

Will’s Office – Day: Will is reading Toby’s speech. Toby comes in. They make note of the fact the Congress is on Will’s TV praying for Zoey. They start disputing over the speeches. Toby’s going for brute force and Will thinks it should be humble supplication. This is for the first speech (the one if Zoey is found alive). Will reads a sample of his “first speech.” Will asks if Toby wants him to start the second speech and Toby tells him that he’s already doing it.

Oval Office - Day: President Walken is meeting with several people including Leo, Secretary Berryhill, Admiral Fitzwallace, Agent Casper, and Steve Atwood. The Qumari have yet to issue a response, they are working on UN support. The invasion is almost complete. There were 6 casualities. Walken looks devastated. They haven’t heard from the kidnappers. The Saudis have agreed to assist the U.S. in interviewing the suspects’ families in Saudi Arabia but they’re not going to let us be present. Steve says that, “It’s better that they do it anyway.” Berryhill asks Steve why he says that. Steve replies they’re not as squeamish with a weird, disturbing, discomforting smile. Leo moves on by asking about the 5 Bahji sleepers. They haven’t heard anything about them. A secretary comes in and tells Walken that Mr. Steinholtz is here. Walken dismisses everybody. They all leave except Steve and Leo. Walken gets up and goes behind the desk. Walken brings up the bad deficit projections and suggests traditional Republican solutions. Leo counters with traditional Democratic solutions. Walken asks Steve to leave and Steve does. Walken asks Leo if he has something to say. Leo mentions that Walken is meeting with Republican leadership again without any Democrats or Cabinet members. Walken asks what he’s being accused of. Leo says that Walken wasn’t elected to the office. Walken responds by saying neither was Leo. Walken says that if Leo is uncomfortable serving as his Chief of Staff then he should feel free to recuse himself until Walken leaves office. Leo excuses himself and walks out into his office. On the way we can see his face and it looks like he might recuse himself.

Residence – Bedroom - Day: Leo has come to talk to Bartlet. Bartlet is talking about Shareef and root causes and Leo is telling him that he did what had to be done. Bartlet says, “Six more American boys are dead.” Leo asks, “And that doesn’t make you angry?” Bartlet yells “Of course that makes me angry!” He pauses and then he quotes, “The ultimate weakness of violence is that it is a descending spiral. Returning violence with violence only multiplies violence, add deeper darkness to a night already devoid of stars.” Leo gives the source “Dr. King.” Bartlet says, “I’m part of that darkness now, Leo. When did that happen?” Leo relates, “Dr. King wasn’t wrong. He just didn’t have your job.”

Hour 39

Josh’s Office: Ryan is examining Josh’s college creditentials and Josh is working on the VP. They both went to Harvard. Donna walks in with some stuff. C.J. walks in with some stuff. C.J. tells Josh that Atwood gave a quote to the times. She hands him a piece of paper. He takes it. and reads it. He asks if Toby has seen it. Toby hasn’t yet. C.J. leaves. Josh gets up to follow her. Donna asks about the note. Josh gives it to her and starts walking toward Toby’s Office with Donna and Ryan following. And Ryan asking lots of questions about Josh’s Harvard experience.

Communications Office: Josh asks Bonnie where Toby is and she says in the mess. Josh begins to head for the White House Mess.

Various Hallways: Ryan makes comments about the Harvard squash team. Josh wasn’t into squash, he worked for the campus newspaper. Ryan asks if he had girlfriends. Josh says he had lots. Donna asks “Really?” Ryan asks, “You guys always walk so fast?” Ryan suddenly trips and lands on his face. Josh answers yes. Ryan says he’s okay. More Harvard stuff. Josh finds Ryan annoying.

The Mess: Josh spots Toby and walks up to him. Josh tells Toby, “Steve Atwood in the Times. It’s already on the website.” Toby puts down his food and replies “You and me,” as they walk out of the mess.

Outer Oval Office: Messenger brings something to Debbie. She thanks him and opens it. She gets up and goes into the Oval Office where Walen is on the phone.

Oval Office: Walken is calling the parents of one of the dead soldiers. He finishes and he asks her how many more he has left. “Two.” Walken asks her, “When do I get to the fun part of being President, Debbie?” She asks what he means. “Flying around on Air Force One, getting a good tee time at the Hilton Head.” Debbie doubts that he’ll have trouble getting good tee time. Walken remarks that the Oval Office is a weird looking room. They talk President. They both like Truman. Walken thinks that, “If Truman were alive today, he’d be a Republican.” Debbie doubts it. Walken says, “You know, it’s funny. This was never an ambition of mine. I never wanted to be President of the United States.” and Debbie notes that, “Neither did Mr. Truman.” She asks if he wants to start another call. He nods and thanks her as she leaves then he picks up the file she brought in.

White House - Hallway: Steve Atwood leaves the Roosevelt Room and Josh spots him on the way to the bathroom.

Men’s Restroom: Atwood is standing at a urinal when Josh comes in. Josh looks around to see that no one else is in there. He walks over to the sink and begins reading from a piece of paper in his hand. “‘This isn’t about partisan politics. It’s about what’s best for the country. However long this crisis lasts we’re fortunate to have President Walken here to lead us.’ That’s a great quote.” Steve thanks him. Josh starts getting angry and Steve asks him what’s his point. Josh says, “You’re campaigning in the middle of a national tragedy. Zoey Bartlet’s out in the field, breathing through a straw; you’re test driving sound bites for the next election? Straight answer, Steve, once in your life. What are you guys up to? Closed-door meetings, planting quotes in the Times... What’s next? Spontaneous speeches on the House floor questioning President Bartlet’s fitness to lead?” And Steve replies, “You don’t get it, do you? Republicans are in awe of Bartlet. He recused himself in the only way he could. In the way envisioned by the Constitution.” Josh gets a little angrier and Steve reminds him that “A truly self-sacrificing act usually involves some sacrifice.” They bicker some more and with Steve pointing out that if the Republicans try to use this to their advantage it will, “blow up in their faces.” Then Steve walks out. Josh walks out, too.

Hallway/C.J.’s Office: Josh sees people hurrying through the hallways. He runs toward C.J.’s office and asks her what happened. Al Jazeera has a tape of Zoey.

Situation Room: Walken, Leo, Casper, and a translator are standing around the TV watching the broadcast. The translator is telling them that the man on the TV is claiming responsibility for the kidnapping, in the name of the Bahji and Solomon de Mahmoud. Soloman de Mahmoud is one the terrorists that the kidnappers want released from prison in Pakistan. Zoey is holding that morning’s USA Today. They are demanding that they release the prisoners in Pakistan again. They talk about the quality of the picture. Walken asks if they’re sure it’s her. Leo replies that it is without a moment’s hesitation. the kidnapper is now denouncing the U.S. the kingdom of Qumar, and our attack. The kidnapper also says that if every American soldier is not out of Qumar in 24 hours, that they are going to shoot her.

White House - Hallways: Bartlet is walking through some hallways with a lot of Secret Service detail. He ends up in Toby’s Office.

Toby’s Office: Bartlet apologizes for startling Toby. Toby tells him not to apologize it’s just that he didn’t expect to see him in the White House. Toby sits down at the Presidents request. Bartlet asks for a cigarette. Abbey doesn’t let him smoke in the Residence. Toby gets up to get his cigars, but the President stops him. Bartlet walks around Toby’s Office and looks at stuff. He asks Toby what he’s working on. Toby says, “The speech for when you come back.” Bartlet asks him how it’s coming. Toby replies. “Fine. Tough.” Bartlet asks if he can take a look. Toby hands him a pad a Bartlet starts reading. Toby says it isn’t finished but the President assures him that it’s okay. He asks him where the other one is. Toby tries to lie as he says “What other one?” Bartlet says, “The other speech.” Toby replies if ever so unconviceingly “We only wrote one.” Bartlet stares at Toby for a second before Toby grabs the other speech off of his desk and hands it to Bartlet. Bartlet takes it and begins reading it. Bartlet asks Toby if Toby wrote it. Toby replies, “No. Will.” Bartlet gets a little teary-eyed as he reads, “‘The Lord giveth and the Lord taketh away...’ You mind if I take this with me?” Toby shakes his head. Bartlet goes to bum a smoke off of one of the agents and turns to leave. toby tells the President to take care of himself. Bartlet leaves.

FBI Command Center - Night: Several people are working the phones. A woman answers a phone and asks the officer on the other end to hang on. She walks through a door and into an office where Agent Casper and another man are bent over a table looking at something. She tells them that they may have something.

Situation Room - Night: Leo and Fitz are talking. Fitz asks if Leo’s been home since this started. Leo says he’s all right. Fitz asks if they’ve found his successor. Leo though Fitz was kidding. Fitz says his wife is 32 years overdue for a honeymoon. A phone rings and an officer answers it. The officer hangs up and tells them that FBI is on their way over and they think they found Zoey Bartlet.

Marine One Helicopter - Night: Marine One is flying above some trees with its light on. Abbey, Bartlet, Liz, Ellie, Leo, Charlie, and Agent Casper are inside. Casper is briefing the President. He can barely be heard above the roar of the helicopter. Casper: “A Virginia state Trooper responded to a domestic disturbance call outside of Calverton. They both got drunk. He had let her out by the side of the road in the middle of nowhere, so she called 911 on her cell. The trooper couldn’t find her. She had wandered off somewhere to try to get out of the rain. Guy checked an old barn across the road from where she said she’d be. A white van...” The helicopter lands and the steps are lowered. They all hurry out, down the steps, and start across the field where they have landed. Many cars are parked in the field and many agents as well as local police are standing around talking. They are led over to an ambulance where Zoey is sitting in the back. Abbey runs over to her. We see Leo and Agent Casper talking to another agent. Agent: “She’s got a possible clavicle fracture, some irritation because of the tear gas, and some ringing in her ears because of the flashbangs. No sign of sexual assault, but she’s still a bit out of it. They’re going to run a tox screen...” Leo: “They all dead?” The family is all around Zoey and Charlie is standing back looking relieved and somehow remorseful. Agent: “Sharpshooters got two using the spike-mike and thermal scanners. The other one was sleeping when we came in. Tried to grab a weapon. We found her locked in a closet in the back bedroom.”

White House – Walkway - Day: We see Bartlet, dressed in a full suit, walking down the walkway. Josh and Toby are following behind him. They walk into the Oval Office where Leo, Steve Atwood, President Walken, C.J., and Will are waiting. Bartlet walks over behind the President’s desk to speak to Walken. “Mr. President” Walken: “Good morning, sir.” Bartlet: “You ready to do this?” Walken: “Yes, sir.” Leo comes over to the desk and gives Bartlet a piece of paper. Bartlet takes it and signs it. He hands the pen to Walken and then shakes his hand. Bartlet as him if he’s going to run again. Walken says that he hasn’t decided. Bartlet says, “If you do, let me know. I’ll come campaign for you.” Walken: “I’m not so sure that’d be a plus in my district, Mr. President.” Bartlet: “You stick around for the press conference?” Walken: “Thank you, sir, but I think the nation’s best served by seeing only one President at a time.” Walken turns to leave. Steve leaves in front of him. As he leaves, Walken shakes Leo’s hand. Bartlet: “Glen?” Walken turns around. Bartlet: “Thank you.” Walken nods his head proudly and walks out of the office. Steve follows. Toby tells him that the speech is done. Bartlet says that he won’t need it because he’s going to use the one from last night. He pulls it out of his coat pocket. He says he made a few changes and he hopes Will doesn’t mind. Will remarks, “Of course not.” Everyone except Leo turns to leave. Bartlet asks C.J. how much time they have. C.J.: “They’re gathering now. We told the networks to be ready in ten minutes. Excuse me, sir. Will the First Lady be joining you?” Bartlet: “No. She’s at Walter Reed with Zoey” C.J.: “Thank you, Mr. President.” She turns, leaves, and closes the door on her way out. Bartlet hands Leo the piece of paper that he signed. Leo puts it in a blue folder. Leo: “Would you like us to get that up on the TelePrompter for you, sir?” Bartlet: “No. That won’t be necessary.” He is looking down at the speech as he makes a few last minute adjustments. Leo watches him with a little smile on his face. He’s glad to see things back to normal and he’s done his job. Leo turns and leaves.

Josh’s Office - Day: Josh is sitting at his desk. The bulletin board now has only five pictures on it, with a picture of Lewis Berryhill in the center. Josh gets up, walks over to the board, and takes off one of the pictures. Steve Atwood walks to his door. Steve asks who the VP is gonna be. Josh says that the President hasn’t decided. Donna walks up and tells Josh that they are gathering for the press conference and leaves. Steve looks around and says kindly, “Nice office.” Then he smiles and leaves. He smiles and leaves. Josh lays the picture down on his desk and walks out of the office and over to where Donna is standing. He gives her this look like he’s asking if he looks good enough to go. She looks at him and nods. He walks through the door as we hear the newscaster on the TV announcing the President’s speech.

Outer Oval Office - Day: The senior staff is waiting for the President. In the meantime they bring up a lot of underanswered questions. Oh, and btw we never found those 5 Bahji sleepers. Bartlet comes out of the Oval Office. They are working on the VP. C.J. is announcing the President out in the Rose Garden. Bartlet walks out into the Rose Garden and we hears him start the speech. “‘The Lord giveth and the Lord taketh away.’”

Zoey's Hospital Room – Walter Reed Hospital: Zoey is lying in bed. Charlie, Liz, Doug, and Ellie are sitting around her bed watching Bartlet’s speech. Abbey is standing at the window with a grave look on her face. Bartlet: “Words I did not fully understand until our daughter was taken from us three days ago. But now we can rejoice and be glad, for that which was lost has been found. That my child is back in her mother’s arms is serendipity and grace; a second chance that will not slip through our hands again. I wish I could tell you there’s some new policy, some new weapons system – a silver bullet, perhaps – that could meet this moment; that could keep us safe from the terror that’s now among us. But if I were to say that, I’d be lying. All I can promise is that I will fight with every fiber of my being, every weapon in our our arsenal, and with every ounce of God’s grace...”
