This is a continuation of President Bartlet’s Third State of the Union Address Josh is still waiting on the numbers. When Donna asks what’s so important, he tells her that they are calling specific voting districts that are swing votes in the new gun legislation. When they get the results, (The people aren’t in favor of it) Josh explodes. Joey talks to him and lets him know that it isn’t that the legislation is wrong. She also tells Josh that she knows that Donna is trying to set them up. Joey tells him that the reason Donna is doing it is because Donna cares for Josh. Josh is stunned and thoughtful.

Abigail’s temper has quieted down, but she is still angry. She refuses to fight with her husband while there are other matters that need his attention. When they can’t ignore it any longer she explodes. Their deal was that he would only have the four years, because his MS might turn into a debilitating illness in the middle of the campaign. She can’t save him, and she doesn’t know what will happen—a devastating admission for this doctor. They talk, and she leaves on a better note.

The situation in Columbia, where five DEA officials are being held hostage, is heating up. The military has 18 people ready to go get them. President Bartlet orders the invasion only to find that the intelligence was wrong. It was an ambush, and now 9 of the 18 people are dead. The president is furious and he wants military options. His advisors say that it would take a small war to invade. The Colombian president tells President Bartlet that he is willing to let a big drug-lord out of prison if it will get the hostages released. After debating on it for a long time and a long talk with Leo (who is a Vietnam vet) President Bartlet agrees to make the trade. The end of the episode has the President and Leo watching as the flag draped caskets of the nine men killed are being taken off the airplane.
