When Lester (and later Chuck) clips both jumper cables to the chain-link 'cage', the people who touch the fence afterwards are given a nasty shock. In reality, such a set-up would not result in any shock at all, since the electrical current would move from one battery terminal, through the part of the cage nearest the clips, and then back into the other terminal, completing the circuit. In order to give someone a shock, one terminal would need to be connected to the fence, and the other would need to be connected to the floor or ground, so that the circuit would be completed whenever some unlucky person comes in contact with the fence.
