Experience in Afghanistan demonstrates clearly that transatlantic security is increasingly indistinguishable from global security. Indeed, threats to North America and Europe can emerge from anywhere on the globe. NATO remains the fundamental leader in confronting those challenges, but meeting global threats requires cooperation from like-minded nations from around the world. Some NATO allies have argued that NATO should recognize these facts and respond with more active efforts to cooperate with partners with shared interests and/or values around the globe. Others have resisted such an approach, concerned that NATO will lose focus on its core transatlantic responsibilities, or fearful that such a course would transform NATO into a global toolbox for the realization of American goals. As the transatlantic security dialogue expands to include global partners, democratic regional powers that acknowledge shared interests and values still have their own questions and concerns about increased cooperation with NATO.
